Overview

PMR staff can assist private and public sector facility owners with protecting their critical infrastructure and key resources by performing comprehensive risk assessments tailored to their specific industry sectors. We can assist organizations with implementing the National Infrastructure Protection Plan, the U.S. Department of Homeland Security’s comprehensive strategic plan to protect our nation's Critical Infrastructure and Key Resources (CIKR) and to strengthen national preparedness. The goal of this strategy is to build a safer, more secure, and more resilient America by preventing, deterring, neutralizing, or mitigating the effects of deliberate efforts by terrorists to destroy, incapacitate, or exploit elements of CIKR. PMR experts can help facility owners with identifying and implementing protective actions and programs to reduce identified vulnerabilities.

Threat and vulnerability assessments

Threat and vulnerability assessments are designed to provide a risk-based analysis of critical infrastructure and key assets. Our assessors use a systematic methodology to examine physical security systems, threats to certain facilities or industries and organizational policies, procedures and training protocols.

Our assessment teams provide a systematic, common sense process to assess site vulnerability, threats and all hazards. It serves as a set of best practices used to assess facilities in a post 9/11 environment. Using standard methodologies to assess risk provides a more consistent vulnerability and threat assessment across jurisdictions and first responder disciplines and will assist public officials with managing risk within their jurisdictions.

This program combines state of the art threat and vulnerability assessment methods such as CARVER2, Sandia Labs RAM-C, the Department of Homeland Security’s Buffer Zone Protection Program and Crime Prevention Through Environmental Design (CPTED).

Threats Versus Vulnerabilities

A threat is any indication, circumstance, or event with the potential to cause loss of or damage to an asset such as a government building or resource. A threat is a product of intention and capability of an adversary, both manmade and natural, to undertake an

action which would be detrimental to a critical infrastructure or key resource.

A vulnerability is a weakness that can be exploited by an adversary to gain access to a critical infrastructure or key resource. Vulnerabilities might include building characteristics, personal behaviors, properties of equipment, and security policies and

procedures.

Any critical infrastructure or key resource in any community can be a target for a particular group. Facilities can be attacked by committed, organized terrorist groups, ordinary criminals, disaffected insiders or employees or unbalanced individuals with an axe to grind against government or some symbol of government. Threat and vulnerability assessments for facilities have utility beyond terrorist attacks.
